政策问题确认是政策过程的逻辑起点。运用文献资料、专家访谈、逻辑分析等方法，结合体医融合推行中取得的成果及遭遇的融合困境，根据政策问题确认要素，分析体医融合存在的政策问题及解决路径。研究认为：推行体医融合的良好政策环境正在逐渐形成、体医融合成为关注热点并逐步展开实践行动、体医融合推行面临着融合的困境和多重阻力。借助政策问题确认理论，体医融合政策问题确认有其必要性，其过程包括体医融合政策问题的觉察、描述和界定。特定情景引发对体医融合政策问题的觉察，体医融合政策问题的元问题是解决我国现阶段的健康危机问题，实质是实现公共健康的治理效能最大化。体医融合政策问题确认的正式问题为：缺少融合理论造成认知障碍、推行机构职能界限影响机制生成、目标群体未能做到知行合一、多元主体不能形成协同治理。体医融合政策问题确认的解决路径： 通过强化对体医融合的认知内化体医融合理念、通过体医融合理念引领形成体医融合体制机制、通过体医融合体制机制推动形成多元协同治理。

The confirmation of policy issues is the logical starting point of policy process system.By using the methods of literature review and expert interview，this paper clarifies the current situation and difficulties of the impleme ntation of the integration of sports and medicine，analyzes the confirmation of the policy problems from the aspects of awareness，description and definition of the policy problems of the integration of sports and medicine according to the confirmation elements of the policy problems，and finally puts forward the solutions to the problems，so as to provide some references for the formulation and promulgation of the policy. The results are as follows ：The current situation of the implementation of the integration of sports and medicine is that a good policy environment is gradually forming，the integration of sports and medicine has become a focus of attention and launched practical action，and the implementation of the integration of sports and medicine is facing the dilemma and multiple resistance of the real integration.With the help of the theory of policy issue confirmation，it is necessary to confirm the policy issues of the integration of sports and medicine.The process includes the awareness，description and definition of the policy issues of the integration of sports and medicine.The specific situation leads to the awareness of the policy problems of integration of physical medicine and the meta problem of the policy of integration of physical medicine is to solve the health crisis in China at present，and the essence is to maximize the governance efficiency of public health benefits.
