在我国体育治理现代化进程中,为更好的发挥体育社会组织参与体育治理的协同主体作用, 从元治理理论视角,探寻体育社会组织参与治理的现实困境,提出改革路径。研究认为:元治理理论具有指导我国体育社会组织参与治理的适用性;体育社会组织参与治理正面临结构性缺位、能力不足、角色和职能模糊、政府元主体角色与功能发挥不足等现实困境,需要从 3方面改革推进。一是,通过制度供给、制定发展战略建设人民满意的服务型政府,加强政府元主体对体育社会组织参与治理的培育和引导。二是,通过发挥理念引领、信息手段、创新驱动、人才支撑等合力,提升体育服务的专业性和高效性; 通过提高公益意识、专业化水平、完善评估机制、监督机制等强化组织公信力等,提升体育社会组织参与治理的能力。三是,形塑定位准确、互动良好的政社伙伴关系。

In the process of modernization of sports governance in China, in order to give full play to the collaborative role of sports social organizations in sports governance, this article explores the realistic predicament of sports social organizations participating in sports governance and puts forward the reform path from the perspective of meta governance theory. The results show that the theory of meta governance has the applicability of guiding Chinese sports social organizations to participate in governance; The participation of sports social organizations in governance is facing such practical diffificulties as structural vacancy, insuffificient ability, vague role and function, and insuffificient role and function of government meta subject. It needs to be reformed and promoted from three aspects: fifirst, to build a service-oriented government of people’s satisfaction through system supply and development strategy, and to strengthen the cultivation and guidance of government meta subject on the participation of sports social organizations in governance. The second is to enhance the professionalism and effificiency of sports service by giving full play to the joint efforts of concept guidance, information means, innovation drive and talent support; By improving the awareness of public welfare, professional level, the evaluation mechanism and supervision mechanism, and strengthening the credibility of the organization, we can improve the ability of sports social organizations participating in governance.The third is to form a partnership of Government and society with targeted positioning and good interaction.
