加快体育产业结构优化是应对新时代社会经济变革在体育产业领域的重要抓手,是纵深推进体育产业持续、健康、高质量发展过程中不可回避的重要理论与实践问题。当前,我国体育产业发展存在关联结构水平不高、资源配置结构效率低下、区域体育产业结构布局不合理、产值结构不均衡、产品结构单一等结构性问题。提出,以提升“发展质量和效益”为主线,推动体育产业结构合理化、高度化以及区域区域体育产业空间布局的协调发展；服务于人民美好生活的需要,推动体育产业产品结构与居民消费结构互动协调、产业结构的高级化；克服粗放式发展模式,现实体育产业动力变革、效率变革进一步体育产业结构向高效化方向演进；服务于现代化经济体系建设进程,推动体育产业结构完成向服务化、高技术化和高融合化的全面转型等目标。在行动的落实过程中,以科学为导向,合理规划我国体育产业发展的序列；以“协调”为准则,促进产业间、区域间协调发展；以“消费”为引领,强化需求侧改革促供给侧改革；以创新为动力,强化创新要素驱动；以价值为标杆,确保市场在资源配置的决定性作用。
