The COVID-19 pandemic has forced the Tokyo 2020 Olympic Games to be postponed. As the key to fulfilling the bidding commitment，assessing the city's ability scale，and fulfilling the cornerstone of the hosting contract，the delivery of the games was affected and impacted. The delay has affected the organization and operation of the subjects of the games delivery， disrupted the scheduled arrangement of the games delivery process，impacted the smooth handling of the games delivery business，and increased the uncertainty of the games delivery costs. All parties of the Games delivery should integrate and organize resources and form a joint effort to organize the event；they should scientifically design and issue a postponed Games delivery schedule as soon as possible，and make an overall plan to ensure the completion of the games delivery task. Also，they should broaden sources of income and reduce expenditure，and share the cost of postponing the Games delivery，so as to ultimately reduce the adverse impact of the postponement on the Tokyo 2020 Olympic Games.
