新时期体医融合成为健康中国建设的一剂良方，也是国家治理全民健康问题的重要举措，但目前还没有形成真正意义上国家层面的政策。政策制订与实施的逻辑起点首先是政策问题的确认，因此本文通过明确体医融合推行现状及困境，根据政策问题的确认要素，从体医融合政策问题的觉察、描述和界定方面对政策问题的确认展开分析，最后对界定的问题提出解决的方法路径，以期为体医融合政策的制定和出台提供一些参考。我国体医融合自提出后，不但成为热点话题，而且在多层面展开了融合实践行动，已然成为实现“健康中国”国家战略的重要举措，但在推行过程中也遭遇了难以操作、无法真正融合的困境。古今中外对“运动防未病”的理论与实践，以及人民对美好生活需求的特定历史和现实情境，引发了我国体医融合政策问题的觉察；体医融合政策问题的实质是以实现全民健康和全面小康深度融合、实现公共健康领域治理能力现代化的价值诉求为主要目的；缺少融合理论造成认知障碍难以形成认同、推行机构职能界限影响机制生成从而降低有效服务供给、目标群体未能做到知行合一以及不能形成多元治理、政策生存空间复杂多变影响推行效果等是体医融合政策上的问题。通过强化对体医融合的认知内化体医融合理念、通过体医融合理念引领形成体医融合体制机制、通过体医融合体制机制推动形成多元协同治理是解决体医融合政策上问题的可行性方法路径。
