在中国式现代化进程中，冰雪经济已成为经济高质量发展新的增长点和落脚点。研究基于新 发展理念、新质生产力理论，采用文献资料法和逻辑分析法，系统探究我国冰雪经济高质量发展的科学 内涵、关键议题与推进路径。研究认为，在中国式现代化进程中，冰雪经济高质量发展是以科技创新为 核心动力、以全面协调为基本要求、以绿色低碳为普遍形态、以开放包容为鲜明标识、以普惠共享为根本 之计的发展过程和动态结果。推动冰雪经济高质量发展离不开冰雪全产业链的纵向延伸、横向拓展和 竖向升级，需着重推动冰雪运动、冰雪文化、冰雪装备、冰雪旅游 4方面的高质量发展。进一步从新质生 产力“制度—要素—结构—功能”系统提出完善支持新质生产力的培育体制机制。优化营商环境、加 速新型生产要素的融合与渗透，强化发展新动能、推动构建现代化产业体系，提高产业链韧性、培育新质 生产力，促进全要素生产率的大幅提升是我国冰雪经济高质量发展的推进路径。

In the process of Chinese-style modernization， the ice and snow economy has become a new growth point and foothold for high-quality economic development. Based on the new development philosophy and the theory of new quality productive forces， this study adoptsthe methods of literature review and logical analysis to systematically explore the scientific connotation， key issues， and promotion pathways for high-quality development of the ice and snoweconomy in China. The study holds that in the process of Chinese-style modernization， the high-quality development of the ice and snow economy is a development process and dynamic result characterized by scientific and technological innovation as the core driving force， comprehensive coordination as the basic requirement， green and low-carbon as the common form， openness and inclusiveness as the distinct feature， and universal benefit and sharing as the fundamental strategy. The high-quality development of the ice and snow economy cannot be achieved without the vertical extension， horizontal expansion， and vertical upgrading of the entire ice and snow industry chain. It is necessary to focus on promoting the high-quality development of four aspects： ice and snow sports， ice and snow culture， ice and snow equipment， and ice and snow tourism. Further， from the perspective of the system of " institutions-elements-structure-function" of new quality productivity， the promotion paths for the highquality development of China's ice and snow economy are proposed， including improving the institutional mechanisms for supporting the cultivation of new quality productive forcesto optimize the business environment， accelerating the integration and penetration of new production factors to strengthen the new driving force for development， promoting the construction of a modern industrial system to enhance the resilience of the industrial chain， and cultivating new quality productivity to significantly increase total factor productivity.
